Bluetooth Volume Too Low

If audio is fine on a cable and quiet over Bluetooth, the wireless link is almost never the cause. The usual explanation is absolute volume linking, where your device slider and the accessory's internal volume multiply together instead of working independently.

Fix absolute volume on Android

  1. Enable Developer options

    Settings › About phone › Software information, then tap Build number seven times.

  2. Turn on Disable absolute volume

    Settings › Developer options, Networking section. The setting is phrased as a negative — enabling it switches the linking off.

  3. Reconnect and rebalance

    Reconnect the accessory, set its own volume high, and use the phone slider for control.

Two controls that should be one

Absolute volume exists to stop you juggling two sliders: your phone tells the accessory what level to use, and the accessory obeys. When both ends implement it properly the result is exactly one control and it works well.

When they do not agree, the two attenuations stack. Your phone reduces the signal and passes its level to the headphones, which reduce it again, leaving a fraction of the available output and a slider that runs out of travel long before the volume runs out of room. Separating the two controls restores the range immediately.
