Clarity is not the same as loudness
When people say audio is too quiet, they sometimes mean they cannot make out what is being said. Those are different problems. If a recording is muffled, turning it up produces louder mumbling. Lifting the high end recovers the consonants that carry meaning — the difference between "cat" and "cap" lives above 2 kHz.
For speech specifically, the voice booster is more targeted: it lifts a narrower band centred on intelligibility rather than everything above the cutoff.

Can treble boost fix audio recorded through a phone in a pocket?
Only partially. If the high frequencies were physically blocked at the microphone, they were never recorded, and no filter can restore information that is not there. Boosting will raise whatever residual high-frequency content exists, along with the noise.
What cutoff should I use?
Start around 4 kHz for speech clarity and 8 kHz for adding air to music. Lower cutoffs affect more of the signal and get harsh faster.
